The Capital Budget Analyst is a member of the Budget Office team and is responsible for the College’s capital project portfolio. This position has primary responsibility for developing the capital budget in conjunction with the College’s collaborative budget and forecasting processes. The Capital Budget Analyst interfaces with multiple departments throughout the College as well as external project managers. The position reports to the Assistant Vice President Budget and Analytics.
PRIMARY RESPONSIBILITIES
Capital Budget and Financial Planning
• Coordinate capital budget submissions across campus and prepare annual and multi-year capital budgets, long term financial planning, trends and analyses
• Monitor all capital projects, coordinate multiple funding sources and address project balances
• Review and report on budget performance and complete financial projections at established frequency
• Meet with key stakeholders and project managers, both internal and external, to discuss project status and cost
• Analyze capital funding sources including operating budget transfers, gifts, grants, and endowment funding to support the capital projects as well as funding options for emergent capital issues
• Prepare the forecast and budget for debt service fund(s) and drawdown requisitions for projects financed by bond issues

• Assist with creation and assembly of board and senior leadership meeting materials
• Review and analyze budget transfers and requests
• Work with accounting team to ensure proper fixed asset accounting, capitalization of costs, account reconciliations, grant or gift compliance, and physical inventory count
• Establish and maintain relationships with capital project stakeholders
• Provide direction or training to employees pertaining to policy, procedures or financial system use
• Assist in the day-to-day business operations to ensure compliance of college policies and procedures, internal controls and capital requests
• Perform other duties as assigned
EXPERIENCE REQUIRED
• Self-starter with ability to work independently and to exercise confidentiality and discretion
• Strong attention to detail with excellent written and verbal communication skills
• Ability to analyze financial data and prepare financial reports, statements and projections
• Demonstrated experience in improving processes or developing recommendations to improve processes, efficiency, and internal control
• Strong technical accounting skills and the ability to research and formalize accounting treatment of significant transactions in collaboration with accounting
• Prioritization and multi-tasking skills in fast-paced environment
• Individual contributor and works well in a team environment
EDUCATION/SKILLS REQUIRED
• Bachelor’s Degree in Accounting or Finance
• Five years relevant accounting or finance experience; higher education preferred
• Demonstrated understanding of financial and budgeting processes including generally accepted accounting principles
• Proficient in property, plant and fixed asset accounting and budgeting
• Financial reporting experience with strong spreadsheet, data-management, and presentation skills
• Excellent communication and interpersonal skills
• Proficient in Microsoft Office with advanced skills in Excel and PowerPoint
• Banner, Cognos, and Anaplan system knowledge a plus
