Under supervision of the Director of Public Safety, Associate Director – Chief of Police and Lieutenant, during an assigned tour of duty, has charge of Public Safety activities intended to provide assistance and protection for persons, safeguard property, and assure observance of the laws and college policy and identifies and apprehends violators; does related work as required.

Duties and Responsibilities:
Supervise:
● All campus police officers, security officers and dispatchers to ensure that all officers/dispatchers are doing their work properly
● All “Special Duty” police
● Contract Security Officers should be issued radios and instructed on their duties that the College wished performed
● Student employees
Responsible for:
● Assignment of employees to ensure prescribed staffing levels
● Reviews the reports of officers for accuracy and thoroughness
● Completing evaluations of employees
● Provide supervision and/or assistance as necessary to officers in the investigation of criminal complaints and College rule infractions
● Preparation of cases for civil authorities and/or campus judicial proceedings
● Supervise all routine Public Safety operations and special events
Patrol campus and all college buildings with attention to:
● Dangerous conditions
● Fire or conditions that present a risk of fire
● Security of buildings and rooms
● Enforcement of federal, state, local laws and college rules and regulations
● Community policing; interacting with students, administrators/staff /professors, guests and visitors. Gives needed information to citizens and others. Interaction with College Hill residents. Works together with Easton Fire Department, Easton Emergency Squad, Easton Police Department, Forks Township Police Department and other agencies as necessary
● When necessary, apprehends, warns, or takes into custody violators of the law. Issue campus traffic citations, Pennsylvania non-traffic citations and Pennsylvania criminal complaints. Provides testimony in court.
● Provide regular reports to the Associate Director/Chief of Police and Director concerning personnel performance, departmental operations and campus safety.
● Make recommendations to improve the capabilities and performance of the department.
● Make recommendations to improve department policies.
● Be knowledgeable with Clery law, Title IX, College SASH, and other relevant laws and regulations.
● Perform administrative tasks as assigned and other duties as directed by the Director of Public Safety, Associate Director – Chief of Police and Lieutenant.
Knowledge and Abilities:
● Knowledge of the PA criminal and traffic laws, city ordinances, college policy, rules and regulations.
● Knowledge of the department’s policies and procedures along with recommending modifying
and formulating rules and regulations for the department.
● Knowledge of local geography, traffic conditions, places where people congregate.
● Knowledge of the problems and procedures involved in providing proper protection for persons and property.
● Knowledge of the types of communication that are useful and feasible in the department.
● Knowledge of detecting, apprehending violators and preparing proper charges against those who violate the law.
● Ability to analyze and interpret laws, ordinances, rules, regulations, standards, and procedures and apply them to specific cases and situations.
● Ability to organize officers’ work during an assigned tour of duty, analyze problems that arise, and develop effective work methods and procedures.
● Ability to give suitable assignments and instructions to officers on duty all or part of the assigned tour of duty, provide them with advice and assistance when difficult and unusual situations arise, and check their work to see that proper procedures are followed, that reasonable standards of workmanship, conduct and output are maintained, and that desired objectives are achieved.
● Ability to treat citizens and others with uniform courtesy and consideration.
● Ability to answer asked questions with courtesy and respect.
● Ability to establish and maintain helpful and cooperative relations with civic and all campus groups along with other citizens, organizations, court officers, and police authorities in other jurisdictions, and others interested in the maintenance of law and order.
● Ability to make the best use of available personnel and facilities in carrying out assigned duties.
● Ability to prepare and supervise the preparation of clear, sound, accurate, and informative reports and to keep and direct the keeping of needed policy records and files.
● Ability to utilize various types of electronic and/or manual recording and Information systems used by the department.
